The Former President's Woke Alarm Misses The Continent's Real Threat: Technological Stagnation.

The recent US security policy document presents a misguided view of Europe. The document asserts that unrestrained immigration and what it terms "woke" policies pose an grave risk to the continent's identity. Yet, this argument is based on a fundamental misreading of the situation. The actual danger facing Europe is not societal but technological and economic backwardness.

The Stark Economic Gap Between the US and Europe

The data paint a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the European Union. Over this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like Italy and France.

Currently, roughly 50% of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Innovation Shortfall: A Critical Problem

The growing disparity stems from superior efficiency gains in the US, fueled by technological innovation and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This gap raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU positioned? Most analysts agree it is largely a contest between two between the US and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Technological Lag

Several key factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a genuine capital markets union, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A US startup can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is split among 27 different national systems, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the single market point to the need for major changes.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of commercial innovation.

The continent still possesses considerable advantages: skilled workforce, top-tier schools and universities, and premier labs. Coupled with a large internal market and substantial household savings, these elements have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
